Description

The course is part 1 of an overview of New York State (primarily) Riparian and Littoral Law with emphasis on determining ownership of lands under water both of the sea and inland lakes and rivers. It begins with an introduction to riparian terms with definitions for each. The course includes discussions of navigability in law and navigability in fact as considered by New York law. It also includes discussions of tidewaters, and high and low water marks. The course begins a discussion of boundary lines defined by water and watercourses, which is continued in Tutorial 2.

Objectives

Objective 1
Learn specific definitions used at law with respect to riparian and littoral issues so that attendees can understand the principles discussed and apply them in their work.
Objective 2
Be introduced to the breadth of issues that riparian and littoral issues that involve lands underwater, so that surveyors can better serve their clients
Objective 3
Understand how navigability and high and low water marks are considered in New York to better evaluate property boundary and ownership issues that the attendees may face

New York Attorney Laura E. Ayers focuses her law practice on real property. Actively at the helm of her own law firm since 2010, Laura has over thirteen years of experience dealing with the special issues that arise in complex real property disputes and is often retained as special counsel to municipalities or as an expert witness. Laura is a frequent lecturer on various real property topics including, the Highway Law, Easement Law, and Boundary Line Disputes for the New York State Bar Association, among others.

Laura received her Bachelors of Science in Biochemistry and Biophysics from Rensselaer Polytechnic Institute and her Juris Doctor from Albany Law School of Union University.
